The Small Business Resource Center and Business Information Centers are resource centers that offer computers, videos, and a library of resource materials designed to help start-up and expand businesses. These centers combine technology with on-site counseling, mentoring and training programs. There is no charge for counseling and all information is confidential. There is a small charge for training workshops. These resource centers are funded by the U.S. Small Business Administration (SBA) and serve as an access point for information on loan guaranty and technical assistance programs offered by the SBA. Rural Development is committed to helping improve the economy and quality of life in all of rural America. Through our programs, we touch rural America in many ways. Our financial programs support such essential public facilities and services as water and sewer systems, housing, health clinics, emergency service facilities and electric and telephone service. We promote economic development by supporting loans to businesses through banks and community-managed lending pools. We offer technical assistance and information to help agricultural and other cooperatives get started and improve the effectiveness of their member services. And we provide technical assistance to help communities undertake community empowerment programs. Rural Development is within the U.S. Department of Agriculture and adminsters Rural Business-Cooperative Service, Rural Housing Service, Rural Utilities Service and Office of Community Development programs. Resource Conservation and Development (RC&D) is a unique partnership between the Federal government and communities. The program helps people care for and protect their natural resources in a way that will improve the area's economy, environment, and living standards. It provides a way for people to initiate, sponsor, plan and implement projects that will make communities better places to live. RC&D projects provide practical solutions for: (1) community development, (2) land conservation, (3) land management, and (4) water management.
